Ahmadi and members of her band and production team were also subjected to restrictions on audiovisual activities and barred from leaving the country for two years. According to their lawyers, their appeal was rejected without a hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thousands of kilometres away, Italy appears to be moving in the opposite direction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government led by Giorgia Meloni has approved measures preventing people from taking part in school activities with their faces covered, except for specified health or safety reasons. Politically, the measure has been presented as a ban on burqas and niqabs in schools.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here, precision matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A hijab, a niqab and a burqa are not the same thing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The hijab generally covers the hair and neck while leaving the face visible. The niqab covers the face except for the eyes. The burqa provides a still more extensive covering.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not a linguistic technicality. It is essential if a complicated issue is not to be reduced to a convenient battle of headlines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It also prevents a false comparison.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Italy is not doing what Iran does in reverse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no reasonable equivalence between an administrative rule preventing the concealment of the face in a school and a judicial sentence of 74 lashes for an artistic performance carried out without clothing required by the State.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Equating the two would be easy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would also be wrong.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet profound differences do not mean there is no point at which the two stories touch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That point is the human body when it enters the territory of law.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Tehran, the State determines how much a woman must cover. In an Italian school, the new rule determines how much a person may not cover.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reasons, legal systems, penalties, histories and consequences are vastly different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But in both cases a public authority draws a line concerning clothing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And suddenly, cloth is no longer merely cloth.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It can mean religion, identity, tradition, submission, rebellion, integration, security, protest or personal choice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It depends on who wears it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More importantly, it depends on who decides.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the death of Mahsa Amini in 2022, many Iranian women stopped covering their hair in open defiance of the Islamic Republic&#8217;s rules. For them, removing the veil could represent freedom, even when exercising that freedom carried an enormous price.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For a Muslim woman living in Europe, wearing religious clothing may mean something entirely different: a personal decision, an expression of identity or an act of faith.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The piece of cloth may be the same.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Freedom is not necessarily so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why the debate cannot be settled by counting centimetres of fabric.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The central question is not merely what a woman is wearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is who made the decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The woman herself?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her family?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Her religious community?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Or the State?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Italian government says its school measures are intended to promote integration, identification and shared principles of coexistence. The package also contains provisions concerning students with insufficient Italian-language skills and measures intended to strengthen language learning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those policies will have their own political, legal and social debate in Italy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Iranian case belongs to another dimension.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A society may legitimately debate identification, education, security and the rules governing common spaces.
