She had lived in the same Madrid apartment since 1956, long enough to see governments come and go, Spain become a democracy, join the European Union and transform itself into one of the continent\u2019s major economies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then came a much more intimate transformation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After ownership of the property changed, a dispute developed over the rent. According to the Madrid Tenants\u2019 Union, the roughly \u20ac500 monthly payment was confronted with a proposed increase to \u20ac2,650, later reduced to \u20ac1,650.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maricarmen was eventually evicted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And Spain took to the streets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What might have remained one more case buried inside the paperwork of Europe\u2019s increasingly strained housing market became a national symbol. Protesters occupied Madrid\u2019s Puerta del Sol. Demonstrations spread to cities across Spain. On Saturday, around 70,000 people marched in Madrid, according to authorities, while tens of thousands more demonstrated elsewhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They carried banners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They chanted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And they shook their keys.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That last gesture may have said more than all the speeches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because Spain\u2019s problem is much larger than one elderly tenant and much older than this week\u2019s political crisis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House prices and rents have been rising faster than many incomes, particularly in the country\u2019s most sought-after cities and coastal regions. Housing construction has failed to keep pace with household formation, while Spain\u2019s stock of affordable public housing remains comparatively small.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The arithmetic eventually reaches the street.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Young adults postpone leaving their parents\u2019 homes. Couples reconsider having children. Workers move farther from their jobs. Pensioners wonder whether the neighbourhood where they have spent their lives will still be affordable tomorrow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Housing ceases to be merely property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It becomes destiny.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prime Minister Pedro S\u00e1nchez\u2019s minority government attempted to respond to the protests with emergency measures offering greater protection to vulnerable tenants, extending rental safeguards and restricting certain evictions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parliament rejected the measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Junts, the Catalan separatist party whose parliamentary support has often been essential to S\u00e1nchez, joined the opposition. The conservative Popular Party and Vox also voted against the housing decrees, although the parties opposing them did not necessarily do so for identical reasons.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their argument deserves to be heard as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Critics of tighter rent controls maintain that excessive regulation can drive landlords out of the long-term rental market, reduce available supply and ultimately aggravate the shortage it was intended to cure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Supporters answer that a housing market cannot be considered healthy when people who work, study or receive a pension increasingly struggle to afford somewhere to live.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There, stripped of slogans, lies the real European argument.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How much protection should a tenant receive?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How much freedom should a property owner retain?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How much housing must governments build?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And how long can societies tolerate a market in which an ordinary salary increasingly struggles to purchase an ordinary roof?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spain is now conducting that debate at full volume.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">S\u00e1nchez, weakened by the parliamentary defeat and governing without a stable majority, is considering whether to call an early general election.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That may change the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It will not create a single apartment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whoever eventually occupies La Moncloa will inherit the same uncomfortable equation: demand has grown faster than supply, construction remains insufficient in the places where homes are most needed, and political promises cannot manufacture square metres overnight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is an irony here worth savouring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governments spend enormous energy worrying about opinion polls, parliamentary alliances, corruption scandals and electoral strategies. Yet sometimes the event that shakes an administration begins in a modest apartment occupied by someone who never intended to become a political symbol.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maricarmen has since accepted an agreement allowing her to return home once she leaves hospital. She will receive a new eight-year contract, with rent capped at approximately 30 per cent of her income.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One woman, at least, may get her keys back.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spain has not yet found the key to its housing crisis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And neither, for that matter, has much of Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From Madrid to Dublin, Lisbon, Paris, Milan, Amsterdam and London, housing affordability is steadily becoming something more than an economic problem.
